I will tell you right now that if anyone has a love interest it doesn't matter how busy they are, they will do everything in their power to be able to spend as much time as possible with that person.
I liked a guy who used that same excuse on me. Said the timing wasn't right, and he was too busy for a relationship.
That is an excuse people use when they don't have the guts to tell you honestly that they're not interested.
Do yourself a favor and move on. You'll only make yourself feel worse by waiting around for her.
I can tell you exactly what will happen. She'll keep on rejecting you, but occasionally do things to make you think there is still are chance. So you'll keep waiting and hoping, and falling more and more in love with her.
