Insurance is something you buy and pay for from an insurance company. Payment are often nade in monthly premiums, but it can be quarterly, twice a year, or yearly. It pays when something happens (fire, theft, auto accident, injury, death, etc.) that is covered by the terms of the insurance.

Social assistance programs are usually run by the government, churches, or other groups and the assistance is free. They offer assistance to people who are having hard financial times, victims of disasters, etc. You usually have to apply and meet certain requirements as set by the group in order to receive it.
