If the family is very civilized and have very good manners, write a letter using 1900's English words. But if it is due quickly write an e-mail saying you would be honored to attend. For laid back families just write a short sweet e-mail saying thank you for the invitation and will be there.

When do you send a wedding gift if you are not attending the wedding do you do it at the same time you mail the RSVP or closer to the wedding date?

It is only etiquette that when you have been given the honor of attending a wedding and for some reason you can't make it then you should send the RSVP back as soon as possible and that you are sorry you are unable to attend. Two weeks before the wedding (if you live out of town) then send the wedding gift to the bride's parent's home and addressed to the bride and groom as Mr. & Mrs. John Doe (example.)

How much time is an RSVP needed before the date of the wedding?

I would suggest you RSVP as soon as you receive the invitation - if you are sure if you are attending or not. This way you won't forget to return the RSVP card. Otherwise, note the date that this card is due back (it is written inside the card when they need to have your answer) and mark it in your blackberry or on a calendar so you don't forget to send it back.
