If they have the ability to consent or not they DO NOT REQUIRE cpr. CPR is reserved for a casualty who is not breathing and so consent is not required and is the person is objecting they are obviously breathing well enough.
Social care workers can gain client consent by multiple ways, including verbal or written confirmations. If the client is not mentally or physically fit to give consent, then a social care worker can gain consent from their next of kin.
Doctors do nothing without consent, although it should be noted that an unconscious person, who is unable to either give or withhold consent, may be construed to give "implied consent" (that is, we may assume he or she would consent, if he or she were conscious). The second half of your question, is there a proper way to perform, is not clear. What kind of performance do you have in mind?

Consent means that you have someone permission for something to happen, or you agree to do something. If the statement says does not or cannot consent, then this means that the person does not give permission.
