First, You need to talk to him. Ask him why he asked her to do that. Explain to him why it is wrong for him to make such requests of both younger children and family members. If he continues, you might need to delve deeper into the problem and try to find out why he is making such requests. (Has he been abused, it there sometiong going on in his life that might make him need to controll things/ younger more innocent people/ is he just beginning to discover his sexuality and is mearly tying to figure out what he likes)
You may need to talk to a professional child therepist.
