If memory serves me right the high-low range function is done with a two speed rear differential operated by air pressure. Check for damaged, loose or pinched air lines leading from the switch to the actuator on the rear axle.

No. Simply changing the gear without doing anything else won't slow a bicycle down. You can coast along without peddling and that will slow you down or you can use the brakes to slow the bike. you must have to check out the Clutch plates and pressure plates. better if u replace these parts by new one. and if your car is not changing gear and sounds like a wrong gear then might be clutch adjustment is needed. but its confirm that it is problem of clutch plates and pressure plates.
As the engine speed increase so does the speed of the oil pump. the faster the pump turns the higher the pressure becomes. When changing gear the engine speed drops along with the oil pressure.
