In most U.S. states the youngest age someone can get any body piercing is 16 but they must have their parents consent, meaning that the parent/guardian must go with the minor. Both the parent/guardian must have i.d. the parent can bring your birth certificate or your passport if you do not have any form of i.d like a drivers license. That's necissary to prove that they are really your guardian. If you are 18+ then you don't need a parent/guardian. If a shop doesn't ask for that then I would not trust them cause they obviously don't care if they lose they're licenses.
