Condition is everything with this fine rifle as I do not believe that many, if any, options other than caliber were ever offered. Firearms are usually rated by the percentage of original finish left on the gun. ie; a 98% gun has 98% of its original finish on both the wood and the metal. Last years edition of The Blue Book of Gun Values puts a value of $350 for a 60% gun $1,100 for a 98% firearm. At least where I live, Calif's central valley, I believe these values to be a little low.

Yes you can. I have shot some in my dads Rem 7400. If you do shoot it. treat it likes it is corrosive and clean the gun promptly and properly.
Value is too difficult to be accurate without seeing the gun. Condition which includes the amount of original finish and original configuration will determine value. Recommend taking it to a gun shop for appraisal.
The B78's were made for Browning by Miroku of Japan from 1973 to 1982 and the values vary a bit. A moderately used 78 in a popular caliber will run from $800 to $1500. Their popularity is apparently on the way back and Winchester has started making a Model 1885 which is basically the same gun with less flashy wood and not many chamberings. Browning had made an 1885 Model back in the 90's for a few years. I purchased a mint 6mm B-78 two years ago for $850 and thought it one hell of a deal.

Have a gunsmith check your stock. It may be swelling of the wood which is hindering some of the mechanisms. I had similar problem with a Model 78.
