I do not think that you can fix them. If the keypad isn't responding then you will have to take it to a local mobile phone shop, or your supplier.
Keypad phones can be found on every type of phone, from home phones to mobile phones. When and where one chooses to use them should be in accordance with the environment one is in (ie. if you're at a formal dinner, don;t use your phone at the table).
it probably means that somebody has tried to get into your mobile and it has locked itself.
