Why would you do that? But no, they have a specific gauge and length that's crucial to the healing process.
18g is the standard nostril piercing gauge. 20g is too fine and too much like wearing a knife in your piercing should it get caught or snagged.
Sure take the 12g barbell out for about a week maybe two then put a 14g barbell in the piercing, it should have shrunk by that time.

There is no "lock on a tongue ring" and it's not a ring it's a barbell.
If you have a tongue ring, it makes it hard to make out. the ring always gets in the way.
