This marking appears (on guns I've seen) on Belgian hammer shotguns that were imported by the thousands from c.1880 through c.1910. These were sold by the various mail-order catalog stores throughout the midwest. Look for the ELG proofmark on the underside of the barrels. Value is typically $200 or less. There is no such thing as a "model 702337". The number you list appears to be a serial number. The Model number will be stamped on the barrel, or on the upper tang behind the hammer.
Usually this stamp appears after 10K and means it is gold plated and not solid 10k gold. means W ith B onded gold.
He is paid by the US treasury. I would guess the US treasurer's stamped signature appears on it. It is quite likely that his checks are deposited electronically into his account.
The Engine and frame both have a VIN on them. On all motorcycles it is stamped on the side of the steering head. On street-legal motorcycles, the VIN also appears on the Safety Certification Label affixed to, or near, the side of the steering head. The engine VIN is stamped on the case.

Based on R. L. Wilson's book, Colt, An American Legend, it appears this serial number is in the 1919 run. :-)
