Currently, there are no laws in Washington state regarding piercing minors. Most shops have certain codes where they require the minor to be 16 or 17 with a parent present, ID's in hand w/ matching last names, or ways to trace age and guardianship back to adult.
Some shops don't require such rules, and will go off of what the minor says. If this is the case, ask for a tour of the shop. Do they have an autoclave? Are all the needles disposable? Is there a proper container for the needles to go after they've been used? Is the jewelry used coming out of pre-autoclaved individual packets? AND does the piercer have a business license?
