Yes, both overloading and under loading can produce more pressure in the barrel. Overloading is obviously more dangerous. Most guns can contain the pressure from under loading because it simply doesn't amount to enough pressure to cause any catastrophic damage, though i would stay away from it. It is simply not good for the firearm. With automatic reloading there always tends to be a load under par or simply a completely empty one (extremely annoying, bullet gets lodged down the barrel) but nothing has really gone wrong so far.

Yes- HOWEVER- be sure that the rifle is an ANTIQUE. Both California and Federal law have a specific definition of what makes a firearm an ANTIQUE. The particular gun must have been made prior to 1899, or it is a muzzle loading type firearm that uses loose ball and powder, without regard to when it was made. If it is NOT an antique, and ownership is being transferred across a state line, then the rifle must be shipped TO a Federal Firearms License holder, such as a dealer, in the State of California.
