For a example you can buy a tonne of a product from a wholesaler but you will be able to buy a carton of that same product from the cash and carry. Cash and carrys deal with the public and business. You buy in bulk but the quantity is usually less than a wholesaler. They are similar, the difference is in the amount of 'bulk' you can buy.
