The central, or federal, government has the highest power. It is the highest level of government. Then there's the state government, then the local government.
Central universities are established by the central government and operate across multiple states, whereas state universities are established by individual state governments and cater primarily to the residents of that particular state. Central universities may have a wider scope of educational offerings and research opportunities, while state universities usually focus on serving their local community or state.
