An Alkali is a soluble base.

A Base may be a ssolid , that will dissolve in water, whereupon it becomes an alkali.

Sodium oxide is a solid base (Na2O) . However, when it is dissolved in water it becomes the alkali sodium hydroxide. (NaOH)

Na2O + H2O = 2NaOH .
