Chalk is generally softer than pencil lead. Chalk is made of the mineral calcite, which is relatively soft, while pencil lead is made of graphite, which is harder.
Tailor's chalk is a piece of chalk used by tailors to make temporary markings on pieces of fabric or clothing to guide them (e.g. lines to cut or sew along)
A dressmaker's marking pencil is used to transfer markings directly onto fabric. The pencil makes a thin and accurate line on the fabric, and is similar in use to the French Chalk used by tailors.
Tailor's chalk is a type of chalk which is designed to make temporary markings on cloth. Using tailor's chalk, a seamstress can make markings where fabric needs to be cut or garments need to be altered, and the chalk can also be used to mark out cutting, hemming, and darting lines on garments as they are constructed. I haven't really heard this term before, but I think probably the closest thing would be something like Prismacolor's NuPastel. They are pastels that are almost like a cross between pastels,colored pencils and chalk. They come in hard sticks and are not surrounded by wood like a pencil.
