CorelDRAW for books and newsletters, definitely. You could certainly produce a one page newsletter in Photoshop though. Other options include Adobe Illustrator, Xara applications, Inkscape, Open office etc.
Any file that you lock with permissions will prohibit editing. Editing can be prohibited on locked layers in Inkscape (svg), Photoshop (psd) Acrobat (pdf) et cetera.
