Loyalty is the quality of maintaining your allegiance to an authority. If you are loyal to a person you serve that person and act in his best interest. If you are loyal to something more abstract, like a country, people, idea, religion or philosophy, you stick by that country and so on, and do what is in its best interests.
Cheating is rule-breaking, especially in a competitive environment. If you break the rules to win a game or an election, or do better on a test, that is cheating.
We all have many loyalties, and sometimes they conflict. Some loyalties involve sticking to a moral code which would forbid cheating. Other loyalties will encourage you to cheat. ("I'm the head of our political party, and I'm telling you to stuff the ballot box with ballots in our favour.")
In short, cheating is always wrong, and loyalty is not always right.
