Ignoring and neglect are sort of the same thing except with neglect the person would fail to carry out the needs of that person. With ignoring you wouldn't be listening to them so that would make it neglect because if the person needed something like food and they were a little five year old that other person wouldn't be listening and wouldn't get them their food. Ignoring also doesn't pacifically describe an adult and child like neglect does. Ignoring could happen anywhere.
