In the context of recognizing or identifying a hazard:

The ability to recognize a hazard implies the person has had some level of training to be able to do so.

A person who has had training and is able to recognize a hazard may not identify a hazard for a number of different reasons.

A person may not identify a recognizable hazard because they are distracted. However if a person does not recognize an identifiable hazard it probably means they were not adequately trained.

Identifying is more about defining or pinpointing, while recognizing is about recalling from memory or past experience.
