I have never heard of either one, but looking at the wording I would say that health promotion strategies are plans/ideas regarding the promotion of heath, and the action areas are locations they are either being implemented or need to be implemented. For example, if the strategy is to get school age children to exercise more, the action area would be schools, parks or day care centers. That's the way I read it, anyhow.
