When a healthy behavior is done to prevent a disease, it is disease prevention (health protection).

I have never heard of either one, but looking at the wording I would say that health promotion strategies are plans/ideas regarding the promotion of heath, and the action areas are locations they are either being implemented or need to be implemented.
