forwarder(or freight forwarder) is one who renders cargo delivery services(both local and international) like delivery from exporter's premises to customs for local and port of destination in case of international.

A forwarder cannot issue B/L, but if it has the license to issue B/L then it can also act as a consolidator.

A shipping line can do almost all the tasks, it issues B/L,renders delivery, doesn't provide insurance.
