Centralized filing houses records or data in a central location or server. whereas departmental filing houses records or data only in the relevant department or server. Centralized can make searching for information easier if it follows good organizational patterns, but departmental allows for less risk to the entire data in events such as fires, or viruses. depending on whether you are asking Physical or digital. Often records will be kept departmental with backups being placed centrally.
