Creative writing is generally associated with fictional writing, such as fantasy, science-fiction, drama, and Horror. Non-creative writing is generally associated with non-fiction writing, such as essays, reports, and letters. However, do not think that an essay or a letter cannot be creative. The way you write, or how you choose to structure the essay/letter, or even what you choose to reference is all creative.
Creative writing focuses on imaginative and expressive storytelling, often emphasizing elements like plot, character development, and emotion to engage the reader's imagination. Non-creative writing, on the other hand, tends to be more factual and informative, such as academic writing, technical writing, or journalism, focusing on presenting information or arguments clearly and logically.
'Creative Critisism' is the combination of 'creative' and 'critisism', which means that 'creative critisism' could only mean a criticising comment that was creative or unique. Telling your neighbor that her ugly roses were, 'lacking the promise of spring' whereas that was really a way of saying that you didn't think they would ever bloom.
Criticism or critique is an analytical process where you look at a piece of writing and dissect it to find things like voice, theme, and tone. This process is a very formalized way of studying a work.
Creative writing is the opposite - it is the process of making the work which the critique is examining.
Criticism is always relevant. If you mean criticism as in you are critiquing another writer, then you should be able to spot what works and what doesn't; and to see what the other writer was trying to accomplish. If you mean someone else critiquing you, then you need to learn to listen to critique in an impersonal manner without getting your feelings hurt. Sometimes your readers will have ideas that you don't want to use, but sometimes they have good points that will improve your writing.
A major difference is that creative individuals tend to think outside the box, embrace new ideas, and approach problems from different angles. They are also more likely to take risks and explore new possibilities, whereas non-creative individuals may prefer routine and conventionality.

Ill be focusing on creative fiction in this post (mainly short stories and novels), but poetry, (auto)biography and creative non-fiction are all other forms of creative writing.
