A claim letter states the basis for the claim. Often it is for money owed in a certain circumstance. My HOA writes letters including a fine for missteps in following the rules.

A complaint letter is one where you tell the reader that something or some action taken is incorrect or doesn't work as expected and asking for it to be fixed.
