The bolt is manually operated in a bolt action firearm- to load, raise the bolt, retract, push forward chambering a round, and lower bolt handle to lock. Semi-automatic firearms have a bolt, but pulling back the bolt handle, and releasing it causes a round to chamber- and each shot causes the bolt to move on its own, ejecting the fired cartridge case, and loading another cartridge. You do not work the bolt between shots- the gun works the bolt for you.

yes but it would take time and money when you fire a semi the pressure form the gas of the rounds power exploding pushes the bolt back and another round is loaded in to the chamber as with bolt action you must manually move the bolt
