A Federal Republic is a Federation of Territories or States joined together and held together by a Central Government. This Central Government is the Supreme Authority over the States that are members of the Federation. The word Federation or Federal Government has been Generalized and redefined over the years. For example Federalism or Federation are currently used to Define the U.S. form of Government, this is not an accurate truth in fact it is a hybrid consisting of elemental of a Federal System and a Nation System.
I a Federation the States are a weaker authority and have less power then the Central or nation government, unlike a Confederation where the national government is Weaker and the States are Stronger. This is what caused so much disagreement between the Federalist and the Anti-Federalist in the 1700's in the United States. In fact, First form of Government of the United States was a confederation under the Articles of Confederation.
Thomas Jefferson was asked if he was a federalist or an anti-federalist he answered by saying he was neither a federalist or an anti-federalist. That because he was a more like a Unitarian.
A Unitarian Form of Government is a system of Government that limited the Powers of the Central Government and Invest States Rights of Autonomy and yet rest the all power in the people. each autonomous State would be able to set its own drinking age, or it own speed limit.
So a Federation, a Confederation, and a Union.
Now about Republic and Democracy.
A republic is Governed by Law, laws passes by representatives, Senators, Governors, etc... The People have no Say in a true republic.
A Democracy is Mob Rule, the majority makes the law. the people have a voice and the Government does as they say. however, in a real Democracy the minority has no voice no vote. The problem with Democracy is that MOB BOSSES or CARTELS will corrupt the system. Then you might as well have a monarchy.
Then you have the Great Compromise, a Democratic Republic. Where the People have a vote, the elect representatives who legislate the law. in a Democratic Republic the minority have an equal voice with the majority and all are equally protected by the law. unlike a democracy where a if the majority vote an individual to death, he will die cause the majority is the authority, in a democratic Republic the law protects the individual or the minority from the majority.
So a Unitarian Republic would be a nation ruled by law legislated by representatives. Its National Government would have limited power and its States would have Rights and Authority greater than its central Government, above all the people of the unitary system would have a voice.
In all these forms over Government it is ease to evolve in to Despotism. That is the why the Founding Fathers of the Untied States found it Necessary to institute a Constitution. The Constitution in the By-laws by which the Central or National Government Operates. Then they amended the Constitution to include a Bill of Rights defining the rights of the States and the People.
The Best way to describe a Unitarian, Federal, or Confederate system is comparing it to a club with members. each person is a member of it state and each state is a member of a national Government.
