Sweatshirts are always long-sleeved. They are almost always made out of flannel, cotton or fleece, are constructed without closures (like buttons or zippers), and are designed to "slip on" over the head. They are very casual, and are frequently worn during athletic activity.

They can be made out of any fabric, but are almost never made from fleece. They can be sewn together or knit/crocheted.

A v-neck sweater is just as appropriate as a vest. As always it depends on the rest of your outfit, and the place you are wearing it. For a business setting, I would say that a vest is not very acceptable, but a sweater would be OK. A shirt and tie would be better.
