A bureau has at lest one elected official in it's executive ranks and can institute policy and law changes by directly influencing the political process of such changes thru

it's legislative connections and/or powers.

A division is a result of the successful implementation of such policy and/or law changes with no agenda to affect change thru

process or legislature.
