Licensed Physical Therapist Assistant (LPTA) or a PTA is one without a license. Licensure is required to practice in most states in the US. It is obtained by successfully passing the National Physical Therapy Exam (NPTE) given by the FSBPT. Some states require a jurisprudence exam to practice in that state which covers rules/regulations that are determined by that particular state.

Your answer makes no sense. You seem to be saying that LPTA and PTA mean the same thing, and that both of them are unlicensed. Please try to be more specific with your answers in the future.
