Actually there's no such thing as "ISO 90000" but a typo of the official term "ISO 9000" that tackles aspects relating to QMS. It is now currently called as "ISO 9001" were it mainly focuses on improving an organization's Quality Management System(QMS) and reducing risk factors.

No it is not necessary to have ISO 9001 to achieve ISO 22000 Certification. They are separate standards, ISO 9001 is for a quality management system, ISO 22000 is a food safety management system. The 2 systems can be integrated if a company chooses to pursue them both.
