Unlike piercings, tattoos are only available to adult (legally). There is no age for parental consent in regards to tattoos in the state of oklahoma. Until you're 18 you can't legally get one.
Cultural "norms" can vary from city to city and region to region. Case in point, in down town Victoria, B.C. you can see a great deal of folks with piercings and tattoos walking around in the downtown business core. Where as in down town New Westminster, B.C. the chances of seeing anyone with tattoos or piercings in the down town business core would be a rarity. So defining a "cultural norm" would be based on the age demographic for the area you are looking at. The chances of seeing someone with tattoos and piercings in Smith Center, Kansas are less likely than seeing someone in down town San Fransisco, California with tattoos and piercings. Each area has it's own "implied" unwritten code as to what would be "acceptable" to the mass population and what is considered "unacceptable". The same as behaviour, what is acceptable behaviour in some places is not acceptable in others. So trying to find a "norm" would have to be flexible based on the age demographic for the area you are looking at. You would need to qualify any statement with a age demographic context to ensure you are not labeling something unfairly. But it would be safe to say that as the working force becomes younger, the acceptable norm would be more liberal or flexible to the display of tattoos and piercings, thus making it a "norm" for the area.
For piercings it is entirely up to the parents. Nowdays you can see babies with piercings, however some salons have rules about the minimum age they will pierce a child but there is no legal age.
18 with proper id and no parental conscent needed. With parents and proper ID and possible paperwork should be any age. Tattoos do not work this way though u MUST be over 18 with id for tattoos,piercings can usually be done with conscent
In my opion is if the person is young and the parents approve and they want the peircing or tattoo they should be able to get it. As lonmg as they are commited to it and aren't going to make a big deal out of it
If Nevada and/or Las Vegas has parental consent laws for piercings for children under a certain age, no respectible and safe piercings salon will do piercings without that consent. Getting pierced anywhere else would mean much greater risk of infections and poor work.

It is any age with parent consent. Many babies get their piercings a while after their born.
All piercings hurt to some extent. It really depends on the persons pain tolerance not really their age. For me, ear piercings are the most quick and painless piercings.
If you're in the US, it depends on the state. Some states don't allow a minor to get a tattoo at all.
I am 14 years old, and I recently got my nose pierced. Many piercing places vary with the age that you're allowed. There is no law with nose piercings, like there is with tattoos, but many places recommend 13 years of age, with parental consent, and 16 years of age with ID. I hope this helped:)
