Yes, in recent times (2010) a new feature was added known as deviantART muro. To access it, highlight the "Submit" option at the top of the page and select "Draw with dA muro."
Those are called requests. Search around for that term instead.
On DeviantArt, a request is essentially you drawing something for free for a person. This can be great for those who are still working on their craft and perfecting their talent. Commissions is when the person would pay you for the work. If someone asks if you do either of these, simply reply to them if you do or not. If you do requests, you can simply link or tag the person in the picture once you post it, so they know its for them.
