This is an interesting question to answer. After quite a bit of research here is what I have found. The HW99s would have an FPS of around 883. Now as for the Phantom. My bluebook list the rifle but only gives the FPS for the .177 but also list the .22. with NO FPS. Now when I and looked up the owners manual on Crosman, it's not listed but the .177 is listed. It's almost like Crosman intended to make one then dropped the .22 project. BUT I went a little further and did a web search on "Crosman .22 caliber Phantom" and found a YouTube of someone shooting one and one that was being sold new for $99. It stated that the rifle had an FPS of 495 FPS. It's almost like they came and went in a very short time. This also happened to the .22 caliber Crosman Superstreak. They almost don't exist, but I own one. try to find one today and it's darn near impossible. The .22 version lasted about 1 year and I think this is what happened to the .22 phantom

Yes, I suggest using Hollow point ( Hunting ) pellets
For smaller animals, it should be sufficient at short distances.

The Crosman Phantom is designed to shoot ONLY .177 pellets NOT BB's, they will ruin the rifling in the barrel.
No it is not possible (in the USA) Crosman only makes the Phantom in a 177 Caliber. However I believe the Phantom .22 is made for Canada and Yes it will kill a bird.

Crosman doesn't advertise the "Foot Pounds" of their airguns but they do state the FPS "Feet Per Second". The Crosman Phantom .22 is rated at 495 FPS. If you still want to know the Foot Pounds I suggest you contact Crosman at the link below.
