3 parts per million (ppm) is measurement of the volume of chlorine in the water for every 1million litres of water there is three litres of chlorine in suspension. To effect sanitation a residual of 1.5 ppm is required, pools are dosed at a higher rate because the chlorine dissipates in sunlight and a 3ppm dose guarantees sanitation and leaves a residual of 1.5ppm as the sunlight degrades the chlorine.

What is the requered contact time for chlorine to kill E. coli?

Chlorine rapidly kills E coli bacteria. At a concentration of 1 part per million (the minimum level recommended for swimming pools), chlorine kills E coli in less than one minute. At 200 parts per million (about one tablespoon of household bleach in a gallon of water) the kill time would be less than a second. See the Centers for Disease Control and Prevention website: http://www.cdc.gov/healthyswimming/chlorine_timetable.htm
