There is a clear difference between the recognised and affiliated institutes.

An affiliated institute is an institute working as an affiliate with some bigger organization who happen to be recognised by some governmental agency. For example a college may be affiliated with a university, and the university in tern may be recognised by the University Grants Commission (UGC), a Governmental organization in India responsible for providing higher education. An affiliated institute work under the direct control of the legal entity on day to day basis.

On the other hand, recognition simply means that the institute shall work independently without any interference from any outward agency in its day to day working. The recognition simply mean an acknowledgement of an organization established under law for providing some service or render some other legal objectives.
