I'm not sure, but I've always heard them used interchangeably, at least in the context of development work. In French, we always used "Termes de Reference," referring to a document that we referred to as either a Scope of Work or Terms of Reference when speaking English.

Do different institutions or industries have slightly different definitions, perhaps?

A Scope of Work outlines the tasks and deliverables to be completed in a project, including specific details like timelines and resources. Terms of Reference set out the objectives, goals, and responsibilities for a project or team, providing a broader overview of the project's purpose and scope. Essentially, the Scope of Work is more specific and detailed, while the Terms of Reference are more general and strategic.
