I'm not sure, but I've always heard them used interchangeably, at least in the context of development work. In French, we always used "Termes de Reference," referring to a document that we referred to as either a Scope of Work or Terms of Reference when speaking English.

Do different institutions or industries have slightly different definitions, perhaps?
