To give you an overview generally in India PL and CL are separated because of below

1. CL can be taken to extent of max 3 days days at a time. If it is more than 3 days it is treated as PL

2. Normally CL and SL elapse if not taken in the current year ie. they cannot be carried forward to next year while PL can be carried forward.

3. Normally in probation employee is entitled to only CL/SL
