Depends on what you want both will do fine for personal protection or target shooting. The 9 is a slightly smaller lighter round and ammo will cost you less. The 38 supper has more punch behind it and really is on par with a 357 sig or a 40 cal. Also the 38 will tend to be a bigger gun so if you looking to carry keep that in mind too.
