A passive smoker is someone who only smokes occasionally, also known as a 'social smoker'.

One who doesn't smoke but ends up inhaling smoke from people who smoke around them is considered a 'secondhand smoker', because they end up breathing in the secondhand smoke.

Passive smoking is the action of people other than the actual smoker breathing in both the exhaled smoke, and the new smoke from burning tobacco. People who smoke made a conscious choice to do so - passive smokers don't get to choose - which is why smoking is now banned in most public buildings.

From a personal stance - I have never smoked. I used to hate going into pubs because I'd leave with the smell of stale smoke on my clothes. Now - I love it because the air inside the buildings is now smoke-free !

The smoker. The effects of passive smoking can be very dire as well, though.
