Cell phone number owners are not easily found. Get a friend to call the number and try to elicit more info by playing stupid.
I have many spam phone calls. I don't answer if the calling number is not shown or I don't know the caller or area code. My voice mail will ask the caller to leave a message. If it is spam or junk - I add the number, if displayed, to my phone book as NO NO NO #25 ect. Future calls by any no no is ignored and most don't call often thereafter.
