Yes, a police surplus store may sell a bulletproof vest depending on its availability. However, any police logos, decals, or any materials that could be affiliated with any police department will have been removed.
Police vests are made to be bullet-proof. In the event of a shootout with a possible suspect or criminal, this could save a police officer's life. Police bullet-proof vests are made up of several layers of laminated fibers. Metal and ceramic plates can also be embedded in the vest, offering further protection.
A ballistic vest is typically worn on the chest and back by police officers to protect them from bullets and projectiles. It is designed to absorb and disperse the force of the impact to minimize injury. These vests are often made with layers of bullet-resistant material such as Kevlar or ceramic plates.

BOTH my parents are CHICAGO police SERGEANTS. n i also know a lot of CHICAGO police because of this... all of them told me it is COMPLETELY LEGAL to OWN/WEAR a bulletproof vest AS LONG AS its not during the commission of a CRIME or as long as you are not a Felon or have a WARRANT issued for your ARREST.

Depends on what kind of vest you're talking about. A blank vest like the police in my area use could be easily sewn together using some decent looking cloth with batting to give it bulk. A Military style vest is almost indistinguisable from a molle tactical vest in my opinion (just be sure to cover up the zipper with stuff if it has one.)
No, unless your using it illegally.(e.x. protecting yourself from bullets fired from the police, etc.)
Not necessarily, unless they have reason to suspect you stole it or are lying. That said, it'd be regarded with suspicion and will not make anythign easier for you.
