I dont recommend dragon tattooes but flames under it will be a good idea.
A few of my friends have dragon tattoos; one has it entwined with a phoenix, surrounded by fire, clouds and a cherry blossom or two (a whole back piece) which looks just amazing. Any other kind of oriental design would look good, too. You just have to take the style of the dragon and incorporate other pictures and things of that same style.

A dagger and dragon tattoo can symbolize several different things. It can symbolize courage, strength, or perseverance for example. Tattoos are very personal, and each person has their own beliefs as to what their specific tattoo symbolizes.
This really depends on what kind of dragon is used. There are two types. The first type represents good (and protects prosperity and makes people healthy) and the other type represents evil (and destroys things, kills people, etc).It also depends on which tribe you are referring to, as some will have ones to protect them (the good dragon) and ones to show they are strong and powerful (the evil dragon).
