Don't ask him if you can know him better. There are better ways to find out stuff. Ask him crazy questions about him that you can come up with. If you need help with that, you can probably do a google search on conversation questions.
Maybe he wants you both to know each other better and become friends, you should ask him what he meant, but ask him why he repeated your question, other wise if you ask him why he asked you if you wanted to know him better, then that would be a question in itself. To make it simpler: You: "How come you asked me if I wanted to know you better?" Guy: "Because I wondered if you wanted to know me better." - Or something like that, it would be awkward. So ask him why he repeated your question, and then remind him what it was. Either that or maybe you should talk to him more, and get to know him a little better without him even knowing it...

I can reply. I might not know the answer, but I might have an insight which will lead you to ask a better, more pertinent question which will enlighten you. If you ask a good question you will get a good reply. Maybe not as good a reply as this one, but then, the question is pretty vague, and at least I have given it respect and tried to offer an honest point of view. I suggest you ask something really obscure which has a slant to it, which will provoke opinion. See if you can create a debate & attract different points of view. This question is too easy to avoid: It just demands that people will avoid it as being unworthy of reply. It is blunt and easy to be evasive and turns people away. Invite discussion....... And I may not have answered your question, but I have replied to it, do you have any better ones ?
