A functioning addict or alcoholic is someone who manages to keep their life together -- on a superficial level, at least -- despite their addiction.
A functioning addict holds down a job, pays their rent, etc., but spends every free minute they have drinking or doing drugs. On the surface, their life appears to be in order, but in reality, they are just scraping by. They might show up for work every day, but they still spend every night drinking until they pass out. Or, they snort small amounts of cocaine all day long, so, even though they appear to be sober, they are actually on drugs 24/7.
The memoir Drinking: A Love Story, by Caroline Knapp, is an excellent account of a functioning alcoholic's life.
