Some handguns can only fire if the hammer is in the cocked position (typically, pulled back). These are referred to "single action."

Other handguns can fire even if the hammer is down (not cocked). Pulling the trigger brings the hammer back (cocking) and then fires when the trigger pull is complete. These are considered "double action." They not only Fire the pistol, but Cock it as well.
