In order to obtain any class III items, which is short barrel shotguns and rifles, machine guns, suppressors, silencers, and a few other items, you must apply to the ATF for a tax stamp, not a Federal Firearms License. There actually no "license" for those items. You must go to the local chief law enforcement agency where you live, which is normally the sheriff, and get a background check and two sets of fingerprint cards. Then, you fill out a federal form, send it off to the ATF, and wait typically 3-4 months for the approval. You must apply for a tax stamp for each individual item. The tax stamp on almost every item is $200. If you buy two machine guns, you must apply for two tax stamps. If you buy a machine gun and a suppressor, you must apply for two. If you buy more items later, you must apply again.
