You're probably referring to gun powder. All gun powders are different. They don't all have the same density. You'd need to refer to the powder manufacturer for that conversion.

In case you're talking about water: 1 liter of water weighs 1 kilogram (in most places). 1 liter = 1,000 cc 1 kilogram = 1,000 grams = 1,000,000 milligrams Can you do the math from here?
