In order to "chat up" a girl, you need to learn about her - this is also good because it shows you are interested.

During the conversation, ask open-ended questions - questions that she will have to give longer answers instead of yes/no answers - and listen to what she says. People love talking about themselves! This will help you to learn about her tastes, and will help you have a good conversation at the same time.
Some example open-ended questions:
- What did you think of _____? Put the name of the latest movie, popular book, or school group in the blank - don't use sports or gaming unless you are sure she likes those things, because many girls don't
- What was the funniest thing you ever saw? You can change this around and ask about things they did or heard or whatever.
- What do you like to do for hobbies?
- If you know the girl a little, you can ask her advice on something - pick something not very serious, like you want to get your sister or cousin or mom a present and ask her for a woman's opinion on what to buy
